Users
The Observatory for Spatial Planning (OSP) represent the policy and user aspects of
spatial planning at European, national and subnational level as well as research and development organisations.
The advisory user group comprises Tor Vergata as lead partner of ESPON 3.3, DG Regio, Eurocities and METREX. The users at national/sub-national level are
the Czech Ministry of Environment, the Austrian Federal Environment Agency, the Austrian Institute for Regional Studies and
Spatial Planning as well as the State Governments of Vorarlberg and Upper Austria.
The user needs on European level refer "…to reducing disparities and to promoting greater economic, social and territorial
cohesion…" as stated in the 2nd Cohesion Report. On national and sub-national level the user needs are
defined by regular reporting obligations as well as the definition, implementation and monitoring of planning
instruments oriented towards the desired development.
