OLF users include several segments:

International
partners of the European Union that implement their own environmental
monitoring system. This is the case in particular of FAO and UNEP
·
Services
of the European Commission. In particular the Joint Research Centre has
announced the establishment, in partnership with DG DEV, DG AIDCO, DG RELEX
and DG ENV, of an Observatory for the sustainable development of Africa,
both to serve internal needs of EC services, and if needs arise, to provide
support to partner institutions in the framework of EC-supported projects

Technical
services in partner countries whose role is to assist decision makers
with responsibilities in policy orientation, project management and
environmental reporting in the regions of interest covered by OLF. This is
the case in particular of the Space Research Institute (Moscow) for Boreal
Eurasia, and of the PUMA network in Africa, whose secretariat is hosted by
EUMETSAT, and which is represented by technical experts from national and
regional centres of expertise in Africa, such as: Centre AGRHYMET (Niamey),
ICPAC (Nairobi), METTELSAT (Kinshasa), RRSU (Gaborone), RCMRD (Nairobi),
CSE (Dakar), Direction de la Météorologie Nationale (Maroc),
ISCW (Pretoria)
